Hmm.. Not sure that it is the reason. If someone blocked temporarily your access to Benoit's website it is not its server. Because Benoit uses the provider 'Free.fr' (which is a powerful and free hosting service for the customers of its own ISP services) for the hosting of his website and 'Free.fr' never blocks its websites to an IP for any reason (I know.. I myself use 'Free' too for one of my websites). I rather suspect a technical incident. Or perhaps that it is your own provider who has blocked temporarily your access, suspecting an attempt of Denial Of Service Attack from your IP then later released (or will release) the interdiction of access to this domain name. I know that there are several ISP which proceed that way, a bit abrupt in my opinion. To tell you how much the hosting service 'Free.fr' is very tolerant itself.. a few years ago I had downloaded all Benoit's website (absolutely all in a single operation, and I do that way quite often for certain websites when it is a wise method so of course not for all the websites) on my hard disk by using Winhttrack (a wonderful free tool) to make a 'home mirror' (it is perfectly legal, because with this tool there is never any attempt to enter in private parts and it is also perfectly legal as long as it is made strictly for personal use), it took about 30 minutes to download all Benoit's website (it is a very intensive operation for the network lines).. and since that day about every semester (or when Benoit announces an update or a new plugin) I simply refresh my home mirror by an update of my home mirror (the tool re-download only the files which have changed since its last download traced by its own timestamp), a brief operation which takes about 5 to 10 minutes max each time.
When someone blocks the access to a domain name from an IP, generally it is a security rule stated more by the engines of the ISP of the user rather than by the hosting service of the website owner (which is named 'Free.fr' in this present case). Incidentally it explains also why a VPN or an external proxy made the operation run correctly to the end in your case.
